Constitution for the Sauk Valley Community College Magic Club - adopted 9/15/04; revised 9/05; 9/08; 9/10
Article I: Name
The name of this organization shall be Magic Club.
Article II: Purpose
The purpose of this organization shall be to . . .
Article III: Membership
The club shall consist of two kinds of members:
Active members shall be full- or part-time students at Sauk Valley Community College in good standing during the semester of their membership. They shall have the right to vote on club matters, elect officers, and serve as officers.
Community members shall be participants in club events who are not currently enrolled at SVCC, but who have signed the membership roster and participate in at least 2 events a month. They shall be entitled to participate in events and activities that the club sponsors besides the booster drafts. They may also elect one community member to serve on the executive committee.
Article IV: Officers
The officers of this organization shall consist of an executive committee of 4-6 members, who shall elect a President among them. One of the executive committee members may be a Community member as described in Article III above.
Executive Committee members shall be elected by a simple majority of the membership at an election held no later than September 15 of each academic year.
Article V: Duties
The duties of this organization's executive committee shall be:
President (elected by the executive committee): Presides over executive committee meetings and tournament events; acts as liaison to the Magic: The Gathering group; represents the group to the public; works closely with the Advisor in coordinating planning and compliance activities; delegates planning of activities to membership as needed.
SGA Representative (appointed by the advisor): Serves as a member of the Sauk Valley Community College Student Government, attending meetings and representing the interests of the club and of the student body at large in making decisions brought before student government.

Article VI: Meetings
The executive committee shall meet as needed for purposes of planning events and maintaining the organization.
General meetings of the membership shall be held when called by the President or Advisor at a casual or tournament event where a quorum of the membership is present for the purpose of approving proposals from the executive committee that involve an expenditure of more than $200 of club funds (not including card purchases) or a change in the by-laws of the club .
Article VII: Quorum
The minimum number of members of this club needed to conduct business at a general club meeting shall be two officers and four general members or one-third of the total membership (whichever is lower).
Article VIII: Election of Officers
Nominations of executive committee members shall be accomplished by self-identification on a nomination form and approval by the advisor. Forms shall be available to the membership no later than September 1 of the academic year on which the duties of executive committee members are described.
Nominations shall be due to the Advisor no later than September 10.
Elections shall be held over the course of a one-week period prior to September 15 with ballots submitted to the Advisor.
If any position becomes vacant, vacancies shall be filled by appointment by the executive council with approval by the Advisor.
Article IX: Bylaws and Amendments
These bylaws may be amended by a simple majority of the membership.
These bylaws shall be ratified by a simple majority of the membership.
These bylaws and/or amendments shall not become valid until a copy of said bylaws and/or amendment(s) has been placed on file in the Student Services Office.
Article X: Community Participation
Magic players from the local community are welcome at casual and tournament events for which publicity has been advanced into the community under the same terms by which the community participates in other SVCC open events.
Members may bring guests to club events that are not generally open to the public as long as the host student apprises the guest of the student code of conduct applicable in the setting of that event.
Magic players from the local community who participate in impromptu sessions in the cafeteria are not considered under the jurisdiction of the Magic Club
Magic players from the local community may be considered members under the terms of Article III above.
Article XI: Role of the Advisor(s)
The Advisor(s) shall attend executive committee meetings; oversee any tournament event for which an entrance fee is charged; participate in casual events to the extent possible; designate an executive committee member or a qualified substitute if unable to participate fully.
Impromptu daily play during the regular school day or organized play while the college is otherwise open to the public and an executive committee member is present, does not require the presence of the advisor.
