103.01  Trustee Election and Vacancies

  1. Election: The election of the members of the Board shall be held at the time and in the manner provided by law, and each member shall be elected for a term of six years unless otherwise provided herein.  Each member must, on the date of the election, be a citizen of the United States, eighteen years of age or over, and a resident of the State and the Territory which, on the date of the election, is included in the college district, for at least one year immediately preceding the election.  Removal of residence from the district by any member constitutes a resignation from and creates a vacancy on the board.
  2. Vacancy: A vacancy on the College Board occurs upon the happening of any event which creates a vacancy on the Board of Trustees under the relevant provision of law.  Whenever a vacancy occurs, the remaining members of the Board of Trustees shall appoint a person to fill the vacancy.  The individual shall be selected based on his or her overall ability to best represent the college district.  The person receiving the appointment shall serve until the successor is elected and certified in accordance with the Election Code.  If the vacancy occurs with less than four months remaining before the next scheduled nonpartisan election, and if the term of office of the Board member vacating the position is not scheduled to expire at that election, then the term of the person appointed to fill the vacancy shall extend through that election and until the succeeding nonpartisan election.  If the term of office of the Board member vacating the position is scheduled to expire at the upcoming nonpartisan election, the appointed member shall serve only until the successor is elected and qualified at that election.  If the remaining members of the Board fail to appoint a person to fill the vacancy within 60 days after the vacancy occurs, then the Chair of the Illinois Community College Board will fill the vacancy until that vacancy shall be filled by election as provided by law.
