Function of the Job
The Human Resources Generalist supports the mission of the community college by administering human resources programs and services that promote employee engagement, compliance, and retention. This position is responsible for benefits administration, payroll and personnel data management, employee recognition, and general HR support. The HR Generalist serves as a key point of contact for employees, providing accurate information, guidance, and a welcoming employment experience.
Duties and Responsibilities
HR Systems & Records Management
- Accurately enter and maintain accurate employee data in Banner, including payroll deductions, beneficiaries, job status changes, EPAFs, and other applicable data.
- Build and update positions, employee records, and tables within the Banner system.
- Process employee changes in accordance to the collective bargaining agreement and college policy.
- Complete Recommendation for Appointments (RFAs) accurately.
- Ensure personnel files and I-9s are complete and compliant, including job descriptions, evaluations, tax forms, and other required documentation.
Benefits & Leave Administration
- Serve as the primary liaison with benefits providers for enrollments, terminations, qualifying events, and COBRA.
- Manage the administration and education of all insurance and benefit plans.
- Reconcile insurance invoices and manage related purchase orders.
- Assist with annual open enrollment, prepare communication materials, and provide employee support.
- Administer leave programs, including FMLA, LOA, and college-specific leave sharing programs.
- Guide new and existing employees through the election process, ensuring timely completion and accuracy.
- Ensure accurate and timely submission of new hire, termination, demographic, and retirement information to the State Universities Retirement System (SURS) and annual reconciliation of State Universities Retirement System OAG (Office of the Attorney General) data.
- Prepare and submit required HR-related reports (ACA, EEO-1, government compliance, internal college reports).
Employee Engagement & Recognition
- Coordinate employee recognition programs and events, including service awards, retirement ceremonies, Sauk Celebrates, and appreciation events. Recommend new events to continually offer programs for employees.
- Track eligibility for service awards and coordinate corresponding recognition.
- Partner with HR leadership to develop retention strategies and recognition initiatives aligned with college values.
General HR & Administrative Support
- Responsible for required government reports and required College reports.
- Provide general office support including correspondence, scheduling, reporting, and committee participation.
- Assists in maintain and updating job descriptions.
- Support the Director of HR with projects, audits, and other duties as assigned.

Requirements
- Bachelor's degree in Human Resources, Business, or related field required; Associate's degree with significant HR experience may be considered.
- 2-5 years of progressively responsible HR experience preferred, with emphasis in benefits administration or employee relations.
- Knowledge of federal and state employment regulations, payroll, and benefits practices.
- Proficiency with HRIS systems (Banner preferred).
- Strong organizational, problem-solving, and analytical skills.
- Excellent interpersonal and communication skills, with the ability to interact effectively with diverse individuals.
- Demonstrated ability to handle sensitive issues with confidentiality and discretion.
